The Speaker, Delta State House Of Assembly, Rt. Honourable Denis Guwor has charged the 8th Assembly to approach this session with renewed vigour as it reconvenes for plenary.

The Speaker gave the charge in his address to his colleagues while welcoming them from recess at resumption today, 9th September 2025, from their annual recess.

He also called on members not to over look the hallmark of the 8th Assembly which is built on unity, diligence, and service above self and urged that personal interests must give way to the collective good of all and of Delta State, therefore the must be guided by the knowledge that history will measure them not by the titles tney hold, but by the impact it creates.

He also recalled the lessons from Manchester which emphasised that meaningful change begins with focused planning, inclusive consultation, and timely execution, stressing that these insights will not remain in theory. They will be translated into action through the house legislative agenda, committee work, and oversight responsibilities in this session.

Therefore, the House must respond decisively to the pressing needs of our communities through infrastructure, youth empowerment, education, healthcare, and security through legislative duties and oversight functions, he added.

” As the House reconvene, he further stated that its commitment remains clear and that is , to enact laws that foster economic growth, social justice, and sustainable development, strengthen oversight to ensure transparency, accountability, and value for public resources, work collaboratively with the Executive and other stakeholders while safeguarding the independence of the House”

The Soeaker noted that while the House was on break from formal plenary she participated in the Leadership Development Training on “Strategies for Inclusive Economic Growth” at the Centre for University, United Kingdom.

He informed that the programme afforded the opportunity to broaden legislative knowledge, and also to deepen understanding of global best practices in governance. We explored practical approaches to policy formulation, inclusive economic planning, effective oversight, and strategic stakeholder engagement.

Further insight on the training and lessons learnt are:
●That inclusive governance is the surest path to sustainable development.

●That policy decisions must be guided by evidence, data, and the lived realities of our constituents.

●That legislative leadership requires both vision and the ability to build consensus across political divides.

●And that innovation, accountability, and transparency are not optional, but essential, in delivering good governance..

He recalled in one of the sessions, the role played by universities and other tertiary institutions in society development, how government harness research resources in driving sustainable development by collaborating with these tertiary institutions. Fortunately, Delta State Government has four universities amidst other Federal and Private universities. We will encourage the State Government policy towards exploring the research resources of these universities in the sustainable development of the State.

So as the House reconvenes the commitment remains clear:which include:

●To enact laws that foster economic growth, social justice, and sustainable development.

●To strengthen oversight to ensure transparency, accountability, and value for public resources.

●To work collaboratively with the Executive and other stakeholders while safeguarding the independence of the House.
