The National Secretariat of the National Union of Road Transport Workers (NURTW ) has petitioned the Delta State Attorney- General and Commissioner for Justice over the alleged illegal and fraudulent activities of the former state chairman of the union, Comr. Francis Arhiyor.

On the score of the above facts, therefore, we wish to use this medium to humbly request the Delta state Government to call Mr Francis Arhiyor and his defuct executives to order by prevailing on them to desist from their nefarious activities in the overall interest of peace and tranquility in Delta State.
The union, in the said letter, attached copies of the court judgements as well as the letter of dissolution.
It stated in the February 20th, 2025 petition that Francis Arhiyor ceased to be the Delta State Chairman of the union on April 3rd, 2024, but that he had allegedly continued to parade himself as such.
The petition was titled “The illegal activities of Mr Francis Arhiyor, former state chairman, NURTW, Delta State”.
It was signed by Comrade Suleiman Musa, Acting National Secretary of the union.
In the petition, the union alleged that the term of office of Mr. Arhiyor ended on April 3rd, 2024, sequel to a landmark judgement of the National Industrial Court , Abuja Division, delivered by Hon. Justice O.O. Oyewumi, on March 11th, 2024, which was upheld by the Court of Appeal, Abuja Judicial Division, on 8th of November, 2024, thereby affirming the decision of the trial court.
The highlight of the petition was a declaration that “this letter serves as a formal notice that Mr Francis Arhiyor seized to be the State Chairman of National Union of Road Transport Workers(NURTW),Delta State Council since April 3rd, 2024.”
It added that the subsequent dissolution of Delta State Council was done by the Judiciary -recognized Ibikunle Baruwa- led National Executive Committee .
The petition added, “This letter has become necessary as Mr Arhiyor has refused to comply with court orders and has continued to parade himself as the state chairman of NURTW, Delta State Council, and has been going about extorting and defrauding unsuspecting members of the NURTW in Delta State. It is pertinent to inform you that due to the sustained disregard and disobedience to the order of the Court of competent jurisdiction, Mr Arhiyor is currently facing contempt charges at the National Industrial Court of Nigeria.”
Based on the foregoing, the union subsequently demanded that the state Government, through its enforcement and regulatory apparatuses, call Mr Francis Arhiyor to order in the overall interest of peace.
Specifically, it said, “on the score of the above facts, therefore, we wish to use this medium to humbly request the Delta state Government to call Mr Francis Arhiyor and his errant interlopers to order by prevailing on them to desist from their nefarious activities in the overall interest of peace and tranquility in Delta State.”
The union, in the said letter, attached copies of the court judgements as well as the letter of dissolution of the Arhiyor-led Delta State Council of the NURTW, and thanked the state Government in anticipation of its favourable response to its plea to call Comrade Francis Arhiyor to order.
